He blames the U.S. president for denying resources to the island.

Democratic presidential candidate Joe Biden reacted tonight to the U.S. government's decision to appeal to the Supreme Court to prevent the Supplemental Security Income (SSI) program from going into effect in Puerto Rico.
Biden blamed President Donald Trump for once again denying resources to the island.
"Time and time again, the president has refused to provide Puerto Rico with much-needed resources. He has repeatedly insulted Puerto Ricans and this latest action is another example of his lack of respect for the island. This ends when I am elected president," the former U.S. vice president wrote on his Twitter account.
Last August 3, San Juan Federal District Court Judge William Young had ordered the federal government to grant equal access to U.S. citizens on the island to all benefits associated with the Supplemental Security Income, Supplemental Nutrition Assistance Program (SNAP), as well as Medicare Part "D" low-income subsidies, which cover the purchase of prescription drugs. Yesterday, it was learned that the Trump administration is seeking to overturn that decision.
